On a new high its possible to go short if there is a 5 min chart signal (close below the low of prior two bars), usually this entry has very low risk and a good reward, so there is no need to wait till a downtrend line is there to enter on a reversal trade.
Also its profitable to trade reversal signals on prior day low if there is a low risk entry on the S&P
